The Nirapon Project is a workplace safety initiative implemented in collaboration with BRAC to promote safer working conditions in Bangladesh’s garment industry. The project focuses on improving factory safety through training, awareness, and effective safety management systems. It provides safety education to factory managers, trainers, and workers and encourages workers to participate in identifying and addressing safety risks. The project aims to build a sustainable culture of workplace safety and protect workers from occupational hazards.
Job Purpose:
The Senior Specialist, Social Compliance will strengthen the safety capacity of RMG factories under the NIRAPON Project by designing, delivering, and evaluating programmes on fire, electrical, structural, chemical safety, and safeguarding. The role is also responsible to support safety assessments, factory engagement planning, and compliance with international Occupational Safety and Health (OSH) standards.
Key Responsibilities:
- Assess capacity development needs across the RMG industry and design targeted capacity-building programmes with a strong focus on technical safety domains, including fire, electrical, structural, and chemical safety.
- Develop and manage strategic relationships with existing and prospective clients, factories, and relevant stakeholders to support programme delivery and business development.
- Develop and implement short- and long-term capacity development plans for RMG factories, aligning interventions with client requirements, Nirapon project objectives, and BRAC guidelines.
- Coordinate and facilitate Enterprise-Based Training (EBT) programmes at factory premises, including liaising with factory focal points and collecting and maintaining all required documentation.
- Deliver and facilitate technical training on safety management systems and practices, covering fire, electrical, structural, chemical, and occupational safety.
- Provide technical guidance on Occupational Safety and Health (OSH) standards and frameworks, including NEBOSH, IOSH, and ISO 45001, and support factories in strengthening their safety management practices.
- Develop and support business cases, concept notes, proposals, strategies, budgets, technical reports, and other programme documentation related to decent work, OSH, and workplace safety.
- Develop, review, and implement safety management Standard Operating Procedures (SOPs) across institutional and factory-based settings to strengthen compliance and operational safety.
- Conduct regular field visits and monitor programme implementation at factory level to ensure quality, compliance, and alignment with agreed objectives.
- Analyse and prepare programme reports, monitoring documents, training records, and other technical documentation, and provide timely updates and recommendations to supervisors and relevant stakeholders.
Additional Job Requirements:
- Sound understanding of the socio-economic context of Bangladesh and the RMG industry.
- Strong understanding of RMG sector requirements related to social compliance, occupational safety, and technical safety management.
- In-depth knowledge of fire safety, electrical safety, structural integrity, chemical safety management, and applicable Bangladesh Labour Rules and regulations.
- Knowledge of relevant international OSH standards and frameworks, including ISO 45001, NEBOSH, and IOSH
- Excellent skills in developing training manuals, technical materials, and delivering training programmes through both online and in-person platforms.
- Excellent ICT skills, particularly in MS Word, Excel, PowerPoint, and digital data-management platforms.
- Strong skills in report writing, documentation, data management, monitoring, and analysis.
- Excellent organisational and coordination skills for managing multiple training and field-level activities.
- Strong analytical and problem-solving abilities in identifying safety and capacity development needs and to translate technical safety requirements into practical training and capacity-development interventions.
Safeguarding Responsibilities:
- Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
Educational Requirements:
Bachelor’s degree in Sustainability, ESG, Health and Safety, Development Studies, or Labor law related studies. Preferably in Engineering (Electrical, Civil, Mechanical, Chemical, or related). Certification in NEBOSH (IGC or equivalent), IOSH Level 6 Diploma, SA 8000, ISO 45001 (Occupational Health and Safety); Project Management, Other certificates on OSH from any recognised institute.
Experience Requirements:
- Minimum 5 years of relevant professional experience in Compliance Audit, Training and Development in RMG Sector.
- Technical background or experience in Electrical, Building/Civil, Fire, or Chemical Safety and Engineering degree will be given priority.
- Working experience with BRAND / Compliance Audit Firm / Trade Organisation / Training Institutes will get preference.
- Sustainability background will be considered an advantage.
