Position Overview:
The Programme Officer will be responsible for the effective field-level implementation of the MFNV-supported project, “Transformation to an Inclusive and Accountable Garments Sector Where Workers Enjoy Dignity and Fairness.” The position will play a key role in coordinating project activities, engaging with garment workers, employers, trade unions, government representatives, and other relevant stakeholders, and ensuring that project interventions are implemented effectively and in accordance with approved plans and objectives.
The Program Officer will also contribute to project monitoring, documentation, reporting, capacity-building initiatives, and stakeholder engagement to promote a more inclusive, accountable, and rights-based garments sector.
Preferred Job Description/Responsibility
- Implement project activities at the field level in accordance with the approved project plan, timeline, and budget.
- Coordinate project activities with garment workers, factory management, trade unions, worker representatives, government agencies, and other relevant stakeholders.
- Organize and facilitate awareness sessions, training, workshops, meetings, consultations, and other project events.
- Support workers in understanding their workplace rights, responsibilities, and available grievance and support mechanisms.
- Promote dialogue and constructive engagement among workers, employers, and other stakeholders.
- Conduct regular field visits to monitor project activities and assess progress against planned targets.
- Collect, verify, and document project-related data, case studies, success stories, and field-level information.
- Maintain accurate records of project activities, participant information, attendance, and other relevant documentation.
- Prepare regular field reports, activity reports, progress updates, and other documents as required.
- Identify implementation challenges and communicate them to the project management team, along with practical recommendations.
- Ensure that project activities are implemented in an inclusive, gender-sensitive, participatory, and worker-centered manner.
- Support the development of IEC and training materials and contribute to communication and advocacy activities.
- Maintain effective relationships with project partners and relevant stakeholders at the local level.
- Ensure compliance with organizational policies, safeguarding standards, and project requirements.
- Perform any other duties relevant to the project as assigned by the supervisor.
Required Qualifications
- Bachelor’s degree in Social Science, Development Studies, Law, Labour Studies, Business Administration, Public Administration, or a related discipline. A master’s degree will be an advantage.
- Relevant professional experience in project implementation, labour rights, workers’ rights, garment-sector development, gender equality, social compliance, or community development will be preferred.
- Experience working with RMG workers, trade unions, factory management, NGOs, CSOs, or government stakeholders will be an advantage.
Monitoring & Reporting
- Support monitoring, evaluation, accountability, and learning (MEAL) Department and provide timely feedback from the field.
- Maintain field-level activity records, attendance sheets, and reporting formats.
- Submit regular activity and progress reports to the Project Coordinator.
- Support data collection for monitoring and evaluation purposes.
Required Qualifications and Experience
- Master’s degree (or equivalent) in Social Work, Sociology, Industrial Relations, Education, or a related field; candidates currently pursuing their degree with relevant field experience will also be considered.
- Minimum 4 years of progressive professional experience working with RMG workers, trade unions, factory management, NGOs, CSOs, or government stakeholders will be an advantage.
- Relevant professional experience in project implementation, labour rights, workers’ rights, garment-sector development, gender equality, social compliance, or community development will be preferred.

- Ability to work effectively with workers and diverse groups of stakeholders.
- Good understanding of labour rights, workplace rights, gender equality, and social inclusion.
- Strong reporting, documentation, and data-collection skills.
- Proficiency in MS Word, Excel, PowerPoint, and email communication.
- Ability to conduct frequent field visits and work in a team-oriented environment.
- Strong organizational and time-management skills.
- Ability to work independently and meet deadlines.
- Fluency in Bangla and English, both written and spoken, is preferred.
