About the Project:

The Ministry of Youth and Sports (MoYS), in collaboration with the World Bank (WB), is implementing Economic Acceleration and Resilience (EARN) project to engage NEET (not in education, employment, or training) youth, with a special focus on women, in rural and semi-urban areas of Bangladesh. The project aims to economically empower NEET youth through education, skills development, employment, and enterprise support. It provides women-centric facilities, enhances employability by building employer linkages, and offers upskilling in Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED). Additionally, incubation support for employment and entrepreneurship will be provided. To ensure the inclusion of women and underserved groups, the project will create an enabling environment through awareness-raising, community engagement, family-based planning, and monitoring.

About the role:

The M&E specialist will play a key role in the “Economic Acceleration and Resilience for NEET” (EARN) project by providing leadership in monitoring, evaluation, and organizational learning. S/he will be mainly responsible for overseeing organizational learning processes, including evaluations and applied research, as well as ensuring adaptive monitoring and effective knowledge management across the project.

Major Responsibilities:

• Provide support to the Joint venture partners in selecting beneficiaries for the project following specified criteria and using approved data collection tools.
• Design, coordinate, and implement the MEAL (Monitoring, Evaluation, Accountability, and Learning) plan and learning agenda for the EARN project, focusing on systems change and significant influencing components.
• Coordinate training for project teams and joint venture partners to implement MEAL frameworks, providing hands-on support as needed.
• Ensure quality control of indicator totals and advises on monitoring data analysis to facilitate reporting, learning, and dissemination of results at the project level.
• Advise program implementation teams and project partners on planning and reporting tools aligned with program needs and donor requirements.
• Lead and ensure quality control of mid-term and final evaluations across domains, working closely with the Team Leader and other senior staff.
• Ensure MEAL supports gender transformation goals by aiding teams in using established tools and methodologies or developing capacity strengthening trajectories for programs.
• Collaborate with MEL, accountability, and innovation teams to develop and share evidence-based communication products for internal and external audiences.

Safeguarding Responsibilities:

• Implement the safeguarding policy to establish a safeguarding culture across all levels of the programme. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment.
• Responsible for ensuring team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
• Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so

Qualifications and Experience:

• Master’s degree in Economics, Statistics, Public Administration, anthropology, development studies, or other relevant disciplines from any reputable university.
• Minimum of ten (10) years in MEAL/M&E/PME and/or knowledge management units with an inter/national NGO/relevant development organization.
• High proficiency in quantitative and qualitative research and analysis and proficiency in using statistical analysis tools (e.g. SPSS)
• Knowledge of participatory approach, organizational assessment, quantitative and qualitative techniques for various assessments and analysis.
• Ability to manage Monitoring and Evaluation database, including template design, data entry, cleaning, logical checks of monitoring data.
• Proven work experience with Government, Development Partner -funded projects is preferred.
• High proficiency in computer applications including Google Suite, MS Office, and financial systems, with the ability to manage multiple assignments efficiently and meet tight deadlines.
