The Nirapon Project is a workplace safety initiative implemented in collaboration with BRAC to promote safer working conditions in Bangladesh’s garment industry. The project focuses on improving factory safety through training, awareness, and effective safety management systems. It provides safety education to factory managers, trainers, and workers and encourages workers to participate in identifying and addressing safety risks. The project aims to build a sustainable culture of workplace safety and protect workers from occupational hazards.


Job Purpose:

The Manager, Budget & Finance will manage the overall budget and finance, accounting, grants, HR, administration, and logistics functions of the NIRAPON Project. Ensure effective resource utilisation, donor and regulatory compliance, and timely operational support for smooth and efficient programme implementation.


Key Responsibilities:

  • Plan, coordinate, and oversee finance, accounts, administration, HR, logistics, and compliance activities in alignment with programme requirements, collaborating closely with central finance & accounts, administration, HR, internal audit, and other support functions.
  • Manage and monitor project financial operations, including budget preparation, budget-versus-expenditure analysis, variance analysis, financial forecasting, and timely submission of financial reports to donors, management, and other relevant stakeholders.
  • Review and ensure financial compliance of donor proposals, agreements, budgets, invoices, purchase orders (POs), and other financial documents, working with programme teams to strengthen proposal finances and support sound financial decision-making.
  • Coordinate and maintain effective communication with field offices, programme teams, factories, donors, government authorities, and other stakeholders to ensure smooth and compliant implementation of project finance and administrative activities.
  • Manage tax and VAT compliance by calculating and reviewing applicable Tax & VAT on bills and payments, collecting VAT and Tax challans from factories, preparing relevant tax forms including Mushak-6.3 and Mushak-6.6, and preparing and submitting withholding tax returns to the NBR within statutory deadlines.
  • Verify, process, and record bills, vouchers, invoices, and payments accurately and within programme timelines, ensuring proper supporting documentation and allocation to the appropriate budget codes.
  • Prepare and coordinate project-related approvals, completion reports, and required documentation for submission to NGOAB, ensuring compliance with applicable regulatory requirements.
  • Develop and administer agreements, invoices, purchase orders, and related contractual documentation, ensuring appropriate approvals and compliance with organisational and stakeholder requirements.
  • Oversee day-to-day project administration, including office management, asset and inventory management, logistics, and operational support for programme activities and events at national and regional levels.
  • Maintain and monitor inventory and fixed-asset registers, ensuring accurate records, proper documentation, periodic verification, and compliance with organisational asset-management procedures.
  • Coordinate and facilitate internal and external audits by liaising with auditors, preparing and organising supporting documents, responding to audit queries, and ensuring timely submission of audit materials to achieve satisfactory audit outcomes.
  • Support and ensure social compliance, HR-related, administrative, and financial approval processes associated with project implementation, maintaining adherence to organisational policies, donor requirements, and applicable regulatory standards.


Additional Job Requirements:

  • Sound understanding of NGOAB requirements, VAT and Tax regulations, and donor compliance standards.
  • Strong financial acumen with the ability to interpret financial information and support effective decision-making.
  • Good understanding of organisational policies, procedures, and compliance requirements
  • Strong communication, report writing, documentation, and meeting minutes skills.
  • Effective time management and multitasking abilities, with the capacity to manage competing priorities and deadlines.
  • Strong computer literacy, including data management, online research, and digital documentation.


Safeguarding Responsibilities:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.


Educational Requirements:

Bachelor’s degree in Finance, Accounts, Business Administration, or any other related discipline.


Experience Requirements:

Minimum 5 years of relevant experience in finance, accounting, budget management, and administration within the development sector. Experience with donor-funded projects, NGOAB compliance, and social compliance/RMG sector will be given preference.
