As the designated O&M Contractor, C&H Power Management Company Limited is responsible for ensuring the safe, reliable, efficient, and continuous operation and maintenance of the power plant following its Commercial Operation Date (COD).

Job Purpose

The Head of Instrumentation & Control (I&C) will be responsible for leading and managing all Instrumentation, Control, Automation, and DCS-related maintenance activities of the 2 × 660 MW Supercritical Coal-Fired Thermal Power Plant. The incumbent will ensure the reliability, availability, accuracy, and efficiency of all control and instrumentation systems to support safe, stable, and uninterrupted plant operation.

Key Responsibilities

I&C Maintenance Management

• Lead and supervise all preventive, predictive, corrective, and breakdown maintenance activities related to Instrumentation & Control systems.
• Ensure maximum availability and reliability of field instruments, control systems, and automation equipment.
• Develop and implement maintenance strategies to improve equipment performance and reduce unexpected failures.
• Ensure compliance with OEM recommendations, technical specifications, and industry best practices.

Control & Automation Systems

• Oversee maintenance and troubleshooting of Distributed Control Systems (DCS), Programmable Logic Controllers (PLC), Human Machine Interface (HMI), SCADA systems, and associated communication networks.
• Ensure proper functioning of automatic control loops, process monitoring systems, and plant interlocks.
• Manage software modifications, logic verification, system backups, and control system upgrades.
• Support plant optimization through advanced automation and control strategies.

Instrumentation Systems Management

• Supervise calibration, testing, and maintenance of pressure, flow, temperature, level, vibration, and analytical instruments.
• Ensure accuracy and reliability of all critical plant measurements and monitoring systems.
• Monitor instrument health and initiate corrective actions for abnormal performance.
• Maintain instrument calibration records and technical documentation.

Shutdown & Outage Management

• Plan and execute I&C activities during plant shutdowns, overhauls, and major maintenance outages.
• Coordinate inspection, testing, loop checking, and commissioning activities.
• Ensure timely completion of scheduled maintenance activities within approved budgets and timelines.
• Supervise vendors and contractors engaged in specialized I&C works.

Safety, Health & Environmental Compliance

• Ensure compliance with company HSE policies, electrical and instrumentation safety standards, and applicable regulations.
• Promote a proactive safety culture within the I&C department.
• Conduct risk assessments, safety inspections, and incident investigations.
• Ensure implementation of proper isolation, lockout-tagout (LOTO), and permit-to-work procedures.

Team Leadership & Development

• Lead, mentor, and develop a team of I&C engineers, supervisors, and technicians.
• Identify competency gaps and arrange technical training programs.
• Ensure effective manpower planning, resource allocation, and performance management.
• Foster a culture of innovation, teamwork, and continuous improvement.

Planning & Resource Management

• Prepare annual maintenance plans, budgets, and resource forecasts.
• Optimize maintenance costs while maintaining high reliability standards.
• Manage spare parts inventory for critical instrumentation and control equipment.
• Support procurement activities and vendor management for I&C systems and services.

Performance Monitoring & Reporting

• Monitor key performance indicators (KPIs) related to I&C equipment reliability and plant automation performance.
• Conduct root cause analysis (RCA) for recurring control and instrumentation failures.
• Prepare daily, monthly, and annual maintenance performance reports.
• Maintain accurate technical records, maintenance histories, and system documentation.
