Purpose:

The purpose of this position is to provide co-coordination (along with UNHCR) and facilitate the processes that will ensure a well-coordinated, appropriate and effective implementation of Livelihoods and Skills Development (LSD) activities in Cox’s Bazar. Together with the UNHCR LSDS coordinator work on behalf of the sector, facilitating coordinated and coherent initiatives by all sectoral actors engaged in the Rohingya Response in Cox’s Bazar. Co-Coordinator (LSDS), will work with the counterpart in her/his functions by providing in-depth knowledge of countrywide and local livelihoods and skills development opportunities and best practices, particularly ensuring continuity of achievements and result monitoring. This position requires an individual familiar with the need based and market-oriented response programming, especially livelihoods and skills development, and good coordination skills along with technical knowledge.


Key Responsibilities:

  • Co-coordinate the LSDS under the overall leadership and accountability of UNHCR, supporting the LSDS Coordinator in implementing the sector strategy, annual workplan and Joint Response Plan (JRP) in consultation with sector partners.
  • Support evidence-based advocacy by identifying policy constraints, consolidating partner perspectives, preparing advocacy messages and technical briefs, and contributing to constructive policy dialogue with government, donors and other strategic stakeholders.
  • Represent the perspectives, operational realities and priorities of countrywide and local NGOs in LSDS governance and Strategic Advisory Group (SAG) discussions, while ensuring balanced consultation with the wider membership.
  • Serve as the principal liaison between NGO partners and the Sector Coordination Team between monthly sector meetings, facilitating timely two-way communication, follow-up on agreed actions and escalation of operational or strategic issues to the LSDS Coordinator.
  • Support inclusive consultations with partners on strategic priorities, needs and skills assessments, response analysis, geographical and activity prioritization, advocacy positions, and JRP planning and review processes.
  • Strengthen camp-level coordination by facilitating NGO engagement with Camp-in-Charge offices and relevant government counterparts, identifying implementation gaps and overlaps, and referring sensitive or policy-level matters to the LSDS Coordinator.
  • Support the preparation and facilitation of monthly sector meetings, SAG meetings, technical working sessions and partner consultations, including agenda development, partner presentations, documentation of decisions and systematic follow-up of action points.
  • Promote peer learning, technical exchange and information-sharing among partners by documenting good practices, implementation lessons, locally led solutions and scalable innovations, and by creating space for NGO-led presentations and learning events.
  • Assess partner coordination and technical capacity needs and, with the Sector Coordination Team, develop and facilitate capacity-strengthening initiatives that improve adherence to LSDS standards, guidance, competency frameworks and agreed quality benchmarks.
  • Support harmonized partner planning, reporting and performance monitoring, including timely submission and quality review of 5W and other sector data, joint monitoring and supportive supervision, while coordinating closely with LSDS information management and M&E personnel.
  • Contribute to evidence generation and the preparation of sector briefs, dashboards, progress updates, learning products, advocacy materials and donor information, ensuring that NGO achievements, gaps and priorities are accurately reflected and verified.
  • Support donor engagement and resource mobilization by consolidating partner priorities, facilitating appropriate direct engagement between donors and capable NGOs, and providing technical input to concept notes and proposals without assuming responsibility for individual partners' submissions or compliance.
  • Contribute to inter-sector and localization discussions, particularly with Protection, Education, Food Security, WASH and SCCCM, and promote coherent approaches to market linkages, local production, private-sector engagement and enabling policy dialogue with government counterparts.
  • Promote protection mainstreaming, accountability to affected populations, gender equality, demographic and disability inclusion, environmental sustainability, conflict sensitivity, safeguarding and prevention of sexual exploitation and abuse across LSDS coordination and partner practices.
  • Support implementation and periodic review of the LSDS Localization Roadmap by tracking agreed indicators and stakeholder feedback, contributing to the six-month, one-year and two-year reviews, and recommending phased adjustments to the co-coordination arrangement for consideration by the LSDS Coordinator and agreement by the SAG.


Safeguarding:

  • Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.


Educational Requirement:

  • Post-Graduation Degree in Social Sciences/ Agricultural science/Management/Business Studies/ with post-graduation In any relevant subject


Experience Requirement:

  • Minimum 7 years of experience in humanitarian sector with sectoral or multi-sectoral coordination role or a similar position in the field of livelihoods and skills development.


Additional Requirements:

Knowledge:

  • Knowledge on application of skills component, monitoring, report writing, presentation preparation, and safeguarding.
  • Knowledge on budget preparation, fund raising, administration and donor compliance issues.
  • Knowledge on people management, multiculturalism, ethics and supervision.
  • In-depth knowledge of Government of Bangladesh policies regarding refugee self-reliance, volunteer incentive matrixes, and camp governance.


Skills:

  • Must have management and Leadership quality
  • Ability to establish and maintain good working relationships with stakeholders in a sensitive environment.
  • Effective communication including English writing and presentation skills. High-level professional fluency in spoken and written English with fluency and excellent negotiation and communication skill.
  • Proficiency in Bangla and familiarity with the Chittagongian/Rohingya dialect are preferred.
  • Must have computer skill with all Microsoft Office programs (MS Word, Power Point, and Excel).
  • Excellent organization, and coordination skills.


Competencies:

  • Demonstrated ability to think technically, prioritize and meet deadlines in a challenging environment; must be culturally sensitive.
  • Excellent facilitation, negotiation, and consensus-building skills with UN agencies, government authorities (CiC/RRRC), and diverse NGO partners. Ability to operate in a complex organization, across functions and work on own initiative and collaboratively as part of diverse teams.
